As a Surgeon also active in Public life of Wales, I am passionate about public service, improving NHS-Wales, promoting international collaboration, and believe that my skills will complement the BAPIO and BTA.
I have developed a number of surgical techniques/processes with national/international impact, provided leadership to the profession & contributed to the public life of Wales. My public standing is evidenced by leadership positions in the National Museums/Hendre/Hafod/India Centre, as member of the South Wales Advisory Committee, SACMILL & other Boards. My professional standing is evidenced by contributions to research/innovations, Visiting Professorships, as Executive member- Welsh Medical Committee and member of the GMC Advisory Forum.
Leadership in the Public Sector
As a trustee of National Museums of Wales for 8 years, I along with other trustees oversaw the £30 million redevelopment of the St Fagan’s Museum (most visited outdoor attraction)
As a board member of Hendre/Hafod social housing, we undertook a 20% increase in the housing stock for the disadvantaged.
In 2013, I was appointed to the Scientific Advisory Committee on Medical Implications of Less Lethal Weapons (SAACMILL) and contributed to safety guidelines for TASER use.
As Chair of BAPIO-Wales, I collaborated with all Welsh Hospitals (supported by First Minister, Prof. Drakeford), to establish Welsh International Fellowships, utilising our spare training capacity, contributing to safe staffing levels, saving the NHS £3.5 million, & enhancing Welsh reputation internationally (publically commended by Health Minister Gething)
I lobbied & brought together NHS leaders, GMC and medical profession in conferences on Gross Negligence Manslaughter culminating in a national inquiry & review by GMC “Fair to Refer” & Royal College of Surgeons, leading to better supervision/support for trainees.
I co-organised an international conference on Medicines publishing a white paper presented to the Health committee of Parliament, which was echoed in the Labour party’s document “Medicines for the many” – Public health before Private Profit.
International collaboration and community relations
I started Indo Welsh collaborations organising conferences in India which have trained over 100 doctors in Medical Leadership and developed research/teaching collaborations between Welsh/Indian Universities (3 MOUs signed, 3 in pipeline) followed by appointment as Visiting Professor at All India Institute of Medical Sciences. https://tinyurl.com/Leadership-RLIW
As Governor of India Centre, Cardiff, I promoted integration through cultural exchanges organising > 100 such events supported by both Governments. The Diwali Festival at the National Museum attended by >4000 yearly is a testament to its success. My lobbying led to establishment of the Indian Visa centre in Cardiff boosting tourism 4 fold.
The Nehru Lectures established by me, delivered by Lords Parekh & Bhattacharrya, Abhishek Singhvi MP & Baroness Parashar have boosted Indo Welsh understanding.
An Indian flag’s journey from Amritsar organised by me to celebrate Indo UK year of culture 2017 was raised over Cardiff Castle by Rt Hon Carwyn Jones cementing Indo Welsh ties.
Research, teaching and service redesign
I set up the first Multidisciplinary School in Wales(2005) for Joint Replacement patients, replicated nationally, ending pyjama paralysis, reducing hospital stay by 15% – https://tinyurl.com/Jt-School.
In 2007, my research into hip biomechanics culminated in the design/patenting of eponymous KS Alignment device used internationally (commended in The Hip resurfacing handbook: Smet et al -page 73). https://tinyurl.com/googlescholars
Our department was designated a “Centre of Excellence” and I trained over 100 surgeons in Wales, Europe, USA, and Asia. In recognition of my contributions to research/training, the British Orthopaedic Association awards “Singhal Travelling Fellowship” annually to a bright trainee. https://tinyurl.com/Singhal-Fellowship. I was appointed Visiting Surgeon/Professor to the Centre of Anatomy/Cell Biology, Vienna Medical University & subsequently to the University of South-Wales, and Anna Medical-School Mauritius.
In 2012, I developed/embedded Orthopaedic protocols (replicated nationally) for enhanced recovery, revolutionising patient comfort/recovery, with significant bed-day (1300-1500 pa) and cost- savings (£1.5 million) per Board, and reducing blood transfusion to nearly zero.

How I can contribute
I have extensive experience at organising high-quality/impact events and forging international collaborations. I would relish the opportunity to collaborate with Fellows member of BTA in promoting research/education/clinical innovations. My experience with national/international organisations, political, & voluntary sector can forge new relationships contributing to the health of the nation through our campaign “Frugal Innovation” & promote the BTA’s reputation abroad.
I have always aimed at excellence-plus in professional leadership, quality improvement, and innovations/teaching. If elected, I will continue to promote excellence in further education, professional development, collaboration and dissemination of innovations to enhance the standing of BTA
